The History of Howard Concrete PumpingFrank Howard, Jr. began Howard Concrete Pumping in the early 1970s, after graduating with an economics degree from Slippery Rock University, by purchasing a used concrete pump with his business partner, Geoff Milspaw. The two men operated a successful business before amicably heading in different directions. The company has grown from its early days of the one-pump operation to what is today a successful multi-state concrete pumping and geotechnical construction firm. Our sister company, J.C. Howard Concrete Company provides ready-mixed concrete to the Pittsburgh and surrounding areas. The company has maintained Frank’s core values throughout its growth by tending to each specific customer’s projects needs.
Howard has achieved the reputation of successfully completing projects from high-rise buildings to homes and everything in between including power plants, bridges and dam projects. Howard’s fleet of equipment includes over sixty concrete pumps, drill rigs, concrete and grout batch plants and the support equipment necessary for operating a geotechnical contracting business. |
A different road: Pioneer Frank M. Howard helps reclaim mining land.

Geography and ingenuity took concrete pumper Frank Howard in a new direction. Howard, recipient of ACPA's 2001 Pioneer Award, began a conventional concrete pumping service in Western Pennsylvania, but segued into geotechnical work when he saw the need for reclaiming the state's abandoned coal mines.
Pennsylvania has been one of the country's major coal producers for two centuries. In the early eighties, Howard bid his first backfilling job. With the success of that job, and succeeding projects, Howard went on to expand his fleet, and to buy monitoring equipment such as down-the-hole television cameras, air monitors, and drilling equipment. Today, Howard Concrete Pumping runs over 60 concrete pumps and conveyor trucks capable of handling a wide-range of project requirements and employs 100+ people. After more than 40 years in the business, Frank Howard says he's been fortunate to have had help from a lot of directions. |
